You CAN run them over, that's why it's called Steamroll
to roll over them.
if you keep driving forward (pushing them..) after like, 4 seconds, or somthing, it kills them, thus giving you Steamroll.

Another sure-fire way is to run them in to a wall while in your tank, thus pinning/crushing them.

When you are driving a tank, just run into an enemy and pin them up against a wall or a pole to crush them. The achievement will unlock right away.
Conceptfly
All you have to do for this trophy is to drive a tank into an enemy to crush them against an object such as a tree or a building. You have to make sure you don’t hit them hard enough to kill them from the impact of the tank.
