Use the Engineer class, or a custom with the wrench icon. Simply toggle to the wrench ('B' toggles your equipment), press RB to repair.
Can be boosted, objects don't need to be destroyed to get a repair count. A shotgun blast seemed to suffice on an "enemy" deployed sensor array.
If you don't want to boost, load up an Instant Action bot match stick close to the enemy, and repair your turrets.

Just complete 100 repairs in the game. You select the repair tool in you loadout menu and select it by pressing 
in game, it's a wrench icon. The use 
to repair a broken object or heal a team mate. You can only use it for so long before it it needs to recharge. You can check your progress with dropship option in the main menu, then select achievements.

This is accumulative in all venues, and will probably unlock during your swarm missions if following my road map.
