In the Superstar adventure mode, play a Tag Attack challenge in the Jet Set Radio court (the first available is the second challenge, Tag Attack: Easy).
To clear a tag, you need to first pick up the appropriate coloured paint can, and then knock one of the balls into the same-coloured section of the tag in the opposing side of the court. Continue to do so, changing paint colours if needed, until the tag is full.
To unlock the Achievement, you cannot fire a shot that misses the tag, or that hits in an area you have already cleared. On the Easy challenge, tags require a minimum of three shots to clear. You only need one perfectly cleared tag.

Tag Attack: Simple, not Easy.

I'm pretty sure I got this with one hit, so I think there must be tags out there that are of a single colour, and I was lucky enough to have it as my first tag in the challenge.

From the Main menu select Superstars mode and go into the Jet Set Radio level, which is the second mini-game to be unlocked. Once the game begins, look at the tag to be painted and study its colors. Then pick up the paint and shoot the ball onto the empty letter to paint it. You must not miss with any shot on your way to filling in the tag, there are some really easy ones to fill up so this shouldn't be to hard.
