You need to get chased by 3 cops at the same time before hiding or getting caught. All 3 enemy vision cones need to be red. Running on blood gives you a little speed boost.
The earliest this can be done is on Contract 3 - Horoscope Date. But it can likely be done on any contract with 3 or more enemies.

You don't need to successfully evade them, just be chased by them. It's worth noting that the static guards that blow whistles don't count. They have to be mobile enemies.
I did this unintentionally on Contract 16 by getting one of the non-lethal guards to spot me on the right hand side of the map, then luring the two beat cops that emerge over to the left side of the map and in to the vision cone of another non-lethal guard.

The earliest you can get this is Contract 03. Leave the blood up and corral the three guards around the rocks (as this gets the stationary guard as well as the secondary patrol). If you slide into the blood, you may be able to catch the third before turning right back around and seeking sanctuary in one of the three hiding spots that the level provides. If you don't wish to try with this level, there are plenty of other opportunities further on as the guard count does increase. Furthermore, some levels will even provide an Agent-type, noted for their radio chat and gray suits; if you encounter them, they'll leave the map and spawn two more basic Guard-types.
