This item is unlocked by doing the Worms Armageddon side mission in “When in Rome”. In game, it is also referred to as nerve gas.
You can get this very easily at the beginning of the next mission “Machina Ex Deus” by throwing the gas at the Kleers on the bridge.

When you get to get to the bridge before the side quest, run and spare the enemies and start the quest. I got the gas and used on the enemies that had gathered there and the achievement popped.
