The double shotgun is a heavy weapon. The dual wielding option becomes available after using skill points in the S.A.M. tree. (Press Y and open S.A.M.) The dual wielding is categorized in 3 levels:
Tip:
S.A.M. (Skill tree):
1. Dual Wield: Dual wield pistols and single-handed weapons. (Requires 2 skill points)
2. Dual Wield Harder: Dual wield two-handed weapons. (Requires 3 skill points)
3. Dual Wield With a Vengeance: Dual wield heavy weapons. (Requires 4 skill points)
For this achievement you need to be level 3, as the double shotgun is a heavy weapon. To get to level 3 you will be needing a total of 4 skill points. If you don't miss any S.A.M. skill point pick-ups the earliest you can get this is in mission 6: Morituri Te Salutant. After having level 3 you equip the double shotgun and press RB to go in dual wield mode, simply get 20 kills and the achievement will unlock.2. Dual Wield Harder: Dual wield two-handed weapons. (Requires 3 skill points)
3. Dual Wield With a Vengeance: Dual wield heavy weapons. (Requires 4 skill points)
Tip:
If you missed out on S.A.M. skill point pick-ups during your solo playthrough you can always use level select in Co-op mode. Select mission 7 or a later mission and you will have at least 4 unused skill points. (You can only replay a mission in Co-op mode if you previously completed it in your solo playthrough)

you only need the Duel Wield Harder Skill witch is the skill before Vengeance

Unlock the S.A.M upgrade by finding the S.A.Ms and get to the upgrade where you can duel wield double handed weapons. Pull out your Double Barrel shotguns and just keep killing until you have all 20! To make this easier make sure you have infinite ammo turned on and even tourism difficulty or play on co-op and set respawn timer to 0.
