How to unlock the Veni, Vidi, Vici achievement in Serious Sam: Siberian Mayhem - Definitive Guide
I got this while mopping up the secrets, playing through the entire game on Tourist and hardly using any gadgets, picking up many when searching for secrets. Make a manual save just before the final boss checkpoint at the damn after switching the difficulty to Serious.
(You can do what I did and keep playing in Tourist without applying S.A.M. skills to get the Old School cheevo, and then go back to the manual save and change difficulties. Unsure if it voids the Old School cheevo here when applying S.A M. skills. Didn't want to risk it but in theory it shouldn't...)
Make your set up and then create your save. I had my S.A.M. points on:
Looter Shooter
Dual Wield
Dual Wield Harder
Dual Wield With a Vengeance
Born to Run
Full Speed Ahead
Berserker
Footsure
Most of the other skills seem pretty much redundant at this point, but these are what worked for me. 😃
Set up a Time Warp on your Quick Use Gadget button (Y by default) and enter the fight. As soon as you see Brand, activate the Time Warp, spam any hacked drones and T.A.C.T. drops you may have while avoiding his initial attacks. Also I found Rage Serum helps alot in dealing damage. Brand comes in three stages. The first he just kind of circles you while trying to attack you with his floor fire attack. Equip Dual Burners and go to town on him. I use the burners as they are easier to control and deal heavy damage when used with Rage Serum.
It shouldn't take very long to get Brand into his second stage, where he turns red but also gets very lively with his second attacks and floor fire attacks and an arial stomp which can be troublesome to avoid. Again, try to utilise any gadgets that you may have left to give you a helping hand. During his third and final attack, he will choose one of the concrete "stages" around the outside of the arena and will summon two giant fire breathing snakes at each side. Their attacks are fairly easy to avoid with jumping and strafing. Equip Dual cannons and start wailing on Brand hopefully this whole fight shouldn't take more than two or so minutes with some trial and error and a decent set up.

100% doable on your Serious solo run with no skills if you follow the secrets guide No Stone Unturned and unload your gear.
Pop those time warps, the drones, and if you lose anything less than 150 health, use a L.I.F.E.. Didn't see much from the mini nuke; spammed T.A.C.T.s to pretty good success. Shockingly the hoverboard really brought it home at the end. It's basically invulnerability with infinite ammo.

Something else that might help is the defib you get from one of the card locations in Inborn Plumber, Mission 3, Siberiade.
