Load up level Crimes and Punishment. Go around the trains and through the "train station building". About 20 purple shirt guys will spawn. Equip the crossbow. Save. Try to circle around and get them in a line. The goal is to kill 5 with 1 arrow. If you kill them all, and didn't unlock the achievement, reload and try again. Good luck.

You'll have plenty of opportunities for this once you acquire the crossbow
Play on tourist and get in a fight encounter with a lot of cannon fodder (enemies such as the gnaar & processed for example) & group them up by leading them in a circle, once you've got a decent amount of them following you it's just a case of sprinting forward a little & lining up your shot
If you're still having trouble, you could just stand on an elevated platform and shoot into a stack that'll form below you, if you're still having problems, find a corner and let them crowd around you & start letting off shots.
