Here's a good video I found that'll assist you with getting this achievement. It is required that you are at least at level 30 and have collected all of the gold bars. This way, you'll have infinite foam and all gold weapons. This will also get you "The Insurgent" achievement which is for completing the game at 4% with only the Flashlight, Backpack, Grenade, Foam, and Missile.

To complete this you have to only pick up the items you are required to pick up while following the story. This achievement stacks with "The Insurgent" so I would just do that and get both.
