Bombas are the little scuttling robots with tanks of something highly-explosive on their backs. Shoot one a couple of times to cause it to fall down and explode.
In the room you are pointed too after you get the gun there is a Bomba on some ductwork over two soldiers. Hop down to the left and shoot it until it falls down. It should land next to at least 1 soldier, exploding and killing him.

Bombas are walking mines, you will come across them on a regular basis. For this achievement all you have to do is blow up a Bomba next to a soldier. See the video in "To Kill a Blackbird" for the best location to earn this early in the game.
