Missable achievement.
Along the storyline of the story, you will be introduced to Chef Oburu Guruma. Before each introduction, you’ll have the opportunity to fill up the Finisher meter. Get close to Chef, press LB and RB when it pops up, and you will perform a Finishing move on Chef. Upon completion of the move, your achievement should pop.

Missable has very specific conditions, if this game has chapter select and the achievement does not require a fresh playthrough, it is not missable and you shouldn't be saying it is

If you don't know what you have to do to get the achievement, then it is missable
