You need cash in this game to upgrade weapons. Cash can be found by opening containers or lying around the levels on the floor.
You upgrade your weapons by pressing
to go to the upgrade menu. Then use 
/
to scroll between the Skills, Powers and Weapons screen. Once on the weapons screen you can press 
/
to cycle through weapons. Then use 
to move through the 3 weapon upgrades, the bottom one is ammunition. Press 
to buy the upgrade.
You will need to get to chapter 2 where you will pick up the PDW to have enough upgrades available for the Achievement. You unlock the Revolver earlier in the game.
It will cost roughly 10000 cash to be able to buy 5 upgrades.
