This is in the Shadows of Hong Kong DLC campaign. Finish the main campaign first and load up an end game save for this campaign.
Talk with Jomo and purchase the ratparty.sim from him before hading off on the mission to Ikon Tower. During this mission just before you exit to the front door there will be a large open area at the bottom of the map. In the middle there is a terminal that you can use the ratparty.sim with to cause a diversion so you're able to leave through the front door.
