For some reason, this didn't count for me with the shock hand weapon, only the glove. Keep that in mind before spending your money.
Otherwise, it's straightforward. Pump some unarmed combat with karma and use the stun ability on the glove. You can save scum if you need.

I just purchased the Shock Glove in "Outsider" and stunned 5 enemies in the parking garage with it. No achievement unlocked. How did you get this to unlock?

I got stuns from the Shock Hand to work. When you get the Shock Hand weapon implant, you have to use the stun action on your "class ability" toolbar (click the head with the lightning bolt icon) instead of the one on your "weapon" toolbar.
