The first place you can do this is during the City of Darkness quest. If you are a decker, or have Isobel along when you go to the Walled City Lower Levels there is a terminal that can be hacked.
The hacking mini game shows you a sequence of numbers and you have to type the same numbers back in. Each time you're successful the hack time increases and you get another pip. Keep going until you have played all the number sequences successfully and filled up all the pips.
The more pips you have the easier it is to figure out which of the sequences on the right hand side is the correct one to select to complete the hack.
