After a few missions you will get an urgent message to go meet Strangler Bao. When you go talk to him you'll find out that Maximum Law has been talking about you. You're being told to go shut him up.
Save before you go talk to Maximum Law if you want him to still be available as a store. When you talk with him there are various Decking, Strength 6, close Combat 5, options to kill him quietly. Once you've done the deed the achievement will unlock and you can reload the save and talk to Maximum Law to get him to shut up and still be around as a store.
