This is in the Shadows of Hong Kong DLC campaign. Finish the main campaign first and load up an end game save for this campaign.
This achievement is in the Shiawase Research Laborartory mission. Towards the end of the mission, after meeting Janet Tang in person, you will need to do a bunch of things in a short period of combat. to get the SARS III sample you will need to send a decker to a terminal to the upper left from where you start the combat. Inside the matrix there you will need to hack to open the safe.
Once the safe is open you can send any character over to it to pick up the SARS III sample, which you can then sell when you get back to base.
