For this achievement and all the others that say kill X amount of people, just get an enemies health down low, and then save your game. After that kill them however the achievement description says, reload save file and repeat until done. In this case killing them with a magic spell. If you're playing as a mage you'll start out with Powerbolt. Can easily get this during the opening flashback fight at the start.

If you don't start the game as a mage this can be done during the flashback scene using 2ap as Sangoma to summon Typhoon and using the Hydro daggers attack. credit goes to maliciousGhost because their guide got me thinking of alternative ways to obtain the achievement due to the fact I began the game as a Street Samurai
