This one seems impossible early on as you are limited to what you can install by your essence.
Two big tips though that got me this achievement
1) as the game progresses you can install better cyberware that needs less essence. You can buy the newer cyberware and install it as a replacement for the existing
2) you don’t actually have to fill every a lot, just every TYPE of slot so you have to fill eyes, datajack, body and then ONE arm and ONE leg and that will pop the achievement
Not totally sure but think if you install both arms or both legs early on then you won’t have enough essence to be able to do all the others
