Playing a public match match over LIVE with people on both consoles is up to luck unless you know somebody on the opposite console. If you play enough online you will get it soon enough.

Have only Xbox players host the games. We tried having a pc player host and we would never match up. We tried having an Xbox host and we matched the first time.

If you are on a 360, play a game online with a Vista player, and vice-versa. The player on the other platform does not need to finish the match.
