OK this achievement might be glitched I have got Draconian and he is in my party but still the achievement has not popped ……
But on to how to get him your looking for a side quest "The Armoury Tomb" its a lvl 24 side quest in chapter that I 1st got in chapter 4 there is a dungeon in Fallen Eagle Pass "Imperial Tomb IV" clear the dungeon as best you can and you will find a Bone key that should activate the quest at the end of the said quest you come up the boss.....as you guessed Draconian! whoop him (not to hard but lvl 25!) and claim his soul one thing I sgould add during the quest you come up against skeletal rouges the Shadowhand ...after beating it twice it offers to parlay.....he offers his soul if you take the soul quest fails and no draconian!!!! I did that 1st time and realoded and chose the other option and continued ..but I think that's why its locked me out of the draconian achievement even though I do have him.... so be careful if anyone can confirm or deny this it would help !

Unfortunately didnt unlock fo me either - I did not take Shadowhand soul so looks like this one is bugged for now.
