right easy one …..
when you reach the city of Kyallisar you need to be in the lower quarter head to the top left(N.E) by the Cenotaph theres a door, go inside and talk to the grey claws Taymurians listen to all dialogue then head to the upper city on the right as you exit the lift is another lift taking you up to Eagle plaza once there enter the building and talk to snotty bitch inside (hope I get to kill her later!) once you speak about the grey claws head to the tavern which is back just down the lift on your right, head inside on the right up the stairs are the mages you need to talk to ….do so then put "Zaar" in your party if not there already and go talk to the grey claws again in the lower part of the city …..
no off to the moon wilds once there just follow the quest marker once your there and find the stone the answer is MOON...the staff appears take it ….
...POP goes the cheevo but now the fight ...the mages we spoke to earlier ambush you ...and so far have consistently wrecked me playing on hard there bloody hard so will pop and finish them later but achievement unlocked onto the next one

Funny, you don't even mention that the quest we get from the greyclaw boss called Tennok is ''Short staffed''. Simply follow that quest line, MOON is the riddle's answer. Achievement pop when you grab the staff, The quest is level 18, can be done much later when you can easily take out the mages (I was in chap 5 lvl 22). Killing the mages will reward you with a nice staff. Not sure what happend if you give the staff to them instead of bringing it back to the greyclaws but you already got the achievement so...

When in Lower Kyallisar head to the Miner's Quarter's and talk to Tennok and get the side quest to find the staff. Simply activate this quest and follow the quest to its conclusion to obtain the staff.
However when you enter the moon wilds in the later stages of this quest i'd recommend a manual save. See Trophy Veteran's Day for why.
