as the description says you must you the beach ball to defeat 20 enemies. to use the beach ball you must press the 
button. it can used on any enemy and bosses. the easiest place to get this is during the Ammo Baron fight were he is constantly surrounded by his henchman and depending on how many gems you have before your fight as well as your magic (using the beach ball depletes your magic) they should be taken down without a problem and the achievement will be yours
