Very easy; just beat the first level of the Main Street stage as Shantae in her Ninja/Beach/Officer outfits. Once you go from level 1 to level 2 (where buildings are on fire), the achievement should pop.
This doesn't have to be right away, since you can complete a playthrough each of the costumes before attempting this achievement.

This trophy will be earned as you complete World 1-1 with all three of the different costume packs Officer Mode, Beach Mode and Ninja Mode but it doesn't matter how you complete them.
