To upgrade your tank, you must spend octorings to upgrade the separate components. You will gain these through regular play. Once collected, they will remain in your inventory regardless if you restart of quit the stage.
NOTE: Unlocking the different tank colors is not required for the achievement.
To fully upgrade the tank, you will need:
WEAPON-
Steady Lvl 3
Spitter Lvl 3
Buckshoot Lvl 3
Massfire Lvl 3
Cannon Lvl 3
WHEELS Lvl 5
SHIELD Lvl 5
MAGNET Lvl 5
Also, if you haven't already, make sure to have at least 2000 rings at one time to unlock:
