For this achievement, you need to unlock all weapons AND fully upgrade them. Once fully upgraded, it will look like this:
WEAPON-
Steady Lvl 3
Spitter Lvl 3
Buckshoot Lvl 3
Massfire Lvl 3
Cannon Lvl 3
Although certain weapons are better than others, the weapon power-up includes all weapons, regardless if you have already unlocked them or not. For this reason, there is no strategical benefit to not upgrading weapons.
I personally found the Spitter and Massfire to be the only really useful weapons. So I would recommend on focusing on these first.
