The earliest you can do this quest is when you first visit Vendor Avenue while looking for a Buddha shop. Go to the side of the Hotel Niaowu and a cutscene will automatically play with Zhang. He will ask if you want to help him with Chawan signs. Say yes to begin the DLC quests. He will give you Chawan sign #2 and your job is to use it to find a secret location. There is a table on Vendor Avenue next to the Get River Fish shop where you can use the Chawan sign.

You will receive a map of a store and you must find this store. It's the Chicken Emperor on Promenade's lower section near the harbor. Go in and speak with Wei, who is sitting at the seat circled on the map to complete this quest.
