This is part of the story and therefore unmissable. The steps for this part of the story are:
After you obtained Needle in a Haystack, you will have to sleep for the meeting with Charlie. When you wake up, you will get a few cutscenes, and within one you are given a letter.
Head into town and go to the Ajiichi restaurant (1). They will not be able to help, but will send you to find Wang Guang Ji who is doing deliveries. I found him at the vending machine (2) you get that you get the trophy I bought him another drink and asked him to translate it. He may appear somewhere else in your game, just look throughout the streets. He will send you to the China shop (3) where you will get a cutscene and this trophy.
An alternative I saw in someone else's playthrough, they went around the streets, passed by Tom the hot dog salesman and find the kid who had his ball stolen earlier. He tells you his grandmother works in the China Shop.
