There are spoilers in this solution (in spoiler tags).
This achievement is missable, and is earned in the side-case 'Iron Coffin'. It can be started by eavesdropping on two women inside the Police Station. You need to have completed 'The Muse From Abroad' main story case, or you won't be able to eavesdrop on these individuals and accept the side-case.
I recommend you make a save before starting this case, just in case you mess up (although you can reload multiple autosaves if you’re prompt). As a very quick aside, there is another missable achievement in this case that can be combined with this one, with a solution below. You may think it'll void this one because of its description, but you can actually earn this easily without reloading as they are not a suspect, just an informant. Just be sure to change back into your police clothes immediately!
The Friends in Low Places achievement in Sherlock Holmes Chapter One worth 27 pointsTalk to The Pipe in the correct disguise.
For this achievement, you need to investigate/find all evidence, and exhaust dialogue by presenting evidence to all key suspects whilst wearing the police outfit/police hat. Also, you must lie and not tell anyone you're not an actual officer for the entire case. Essentially, you are following the 'Playing the Law' challenge. Aside from when you go for 'Friends in Low Places' (where you must change), just remain in the police otufit/police hat for the entire case.
This achievement will unlock once you've exhausted all dialogue with the 4 key suspects, and are ready to make your accusation (this should unlock before your accusation). This will take the majority of the case.
The suspects are
You will need to talk to these suspects a lot, several times in some cases, and will need to find all the key evidence at various places, as well as challenging the suspects by providing evidence to uncover more clues again. If you're stuck, just keep going back to provide evidence to get them to talk more. If they aren't, you are missing some clues at one of the scenes.
