Two parts to this.
When at Bernadotti Main Office, attempt going through the front door. It's locked. Go around back, and after looking around, walk up to the thug guarding the back door. Choose the option that says "I'm a private investigator" (HIT HIM).
Once you've completed that location, go to City Hall to meet Thomas Norton(British Envoy).
When meeting British Envoy for the first time (Thomas Norton), while conversing with him:
chose "Envoy is a Partygoer"
and then chose "Punch him in the face"

This is incorrect. You need to do what you state, but also need to punch the thug blocking you from the back entrance at the Bernadotti Company. Just punching the Envoy won't unlock this. I've downvoted, but will remove downvote and replace with upvote me once amended (PM me if I forget).
