Once you finish connecting all mind palace information, you should have the ability to select one of three suspects as the murderer. You will get the achievement by choosing the accusation option that condemns the suspect to death for their actions.
*I believe this ONLY works when accusing Manchio and condemning him to death.
Choose Manchio, and then "A sexual predator" in the mind palace. When you get to the end of the dialogue accusing him, choose "It was premeditated murder". You will get the achievement after finishing the case with Constable Oswald (the officer in the Archives)
