How to unlock the Voice of the People achievement in Sherlock Holmes Chapter One - Definitive Guide
There are spoilers in this solution (in spoiler tags).
This achievement is missable, and is earned during the main story case 'The Muse From Abroad'. You will unlock this story case shortly after uncovering Violet's room and completing the reconstruction there, which is automatic whilst progressing through 'A Mother's Love'. I strongly recommend you make a save before starting this case!
As a quick aside, there is two further missable achievement you can combine with this one during this case:
In my opinion, this is the most finicky achievement in the game, and it took me a case reload to unlock as I think it's semi-buggy. As such, make sure you follow these steps carefully. I'll provide a spoiler tagged TL;DR version now, but I recommend you read the step-by-step also.
Step 1:
To start with, progress the case until you arrive at

Once you are at the refugee camp, you need to prioritise
If you leave this to the end of the area, you can fail this challenge. I am all but sure this is mandatory of the achievement, even though you can still 'advocate for the refugees' without doing it I failed this challenge first time round, and no matter what I did with partial reloading, I couldn't get this achievement to unlock. Beating this challenge, I got it to unlock first time. It's the only thing I did differently.
Step 2:
Continue on with your investigation. You will meet, investigate, provide evidence to and profile the following two suspects.
Do not give either of them the photograph at any point before Step 3.
After you've filled out your mind palace, and can make your deductions to conclude the case (you can come to 2 conclusions for each suspect) you need to ensure that you select the following conclusion selected in your mind palace, before giving anyone the incriminating photograph (you can change your mind right up until handing over if you make a mistake).
Step 3:
Go back to City Hall, and give
the photograph. Do not give it to the other suspect, nor Vogel (questgiver). If you fulfilled all 3 steps, you should unlock the achievement at the end of your lengthy conversation, as you're loading back in to your debrief with Vogel.

Just wanted to say that this didn't pop for me, so I went back 3 times and did things in different orders and it still didn't work. What FINALLY got it to work for me was doing everything here, AND completing the 2nd Jon task at the refugee camp, which has you eavesdropping on two police officers near the sewer (close to where the corpse is) and then pinning the evidence that gives you, before talking to the refugee by the big pot of water. Then you talk to the fancy cop at the entrance, present this evidence and he will talk about it, completing Jons quest and then when I finally went through with everything else it unlocked.
