You need to have every character at level 50 at the same time. But beware, its missable right now, because you can level up at level 50 back to level 1 instead of level 51.

You will have a save available from right before the final boss of the game, allowing you to continue working on anything. Most characters will be easy to get to Level 50, but Rosalya will lag a bit behind. There are high-level enemies behind some of the Rosalya doors, most notably tied to the "Compromising drawings" achievement to finish grinding out this achievement.

Do not leave locations until the mobs begin to bring a minimum of experience (or even 0) and cause a pittance of damage. With this method you will always meet the level of tasks (and even slightly higher)
