You get this magic in the second level, after the first boss and bonus round (the first level is all "ninjas-jump-around-the-screen" magic). Just press Y to cast it to get the achievement.

Well if that boss wasn't so freakishly difficult to beat I'd get this achievement easy I'm sure.

Actually forget that comment, I just found out he takes 1HP damage on each shot, but only to the head. There's me aiming at his torso for 3mins.

The earliest level to get this achievement on, is Mission 2.1. Just press 
to use a magic attack and the achievement will unlock. Look on the bottom right corner, next to the timer to see what special attacks you have available.
