How to unlock the Bomb Economy (Plague Knight) achievement in Shovel Knight: Treasure Trove - Definitive Guide
This achievement is very similar to:
However, rather than being able to go after the Black Knight and Plains level, you must defeat one of the Order of No Quarter stages while using less than 15 bombs. Therefore, in typical fashion for this game, King Knight became the choice. Here are some important tips for completing this task:
Have Arcana - Specifically, the Big Boom and the Staff of Surging. The importance of these is that the Big Boom can clear the path (sand/dirt blocks) while Surging can replace the bomb jump at times. This combination was able to get me through the majority of the level while using maybe one or two regular bombs (just to charge a bomb jump).
Remember that charging for a bomb jump uses one bomb. That's why I avoided having it for the most part so I would save bombs if needed.
Against King Knight, I focused still on using the Surging arcana to damage and defeat him. If you can hit him directly with the Big Boom, it can deal a whole sphere of damage rather than just a 1/2 a point. I had full health for the fight going (10 full after supplement with tonics) but didn't need it as King Knight is a fairly simple opponent to dodge his attacks.
NOTE: The one thing I'm not sure of is if the Big Boom or Bait Bombs count towards your 15. I sparingly used these to ensure my total of the Big Boom, Bait Bombs, and normal bombs combined was under 15. If someone can confirm or deny their inclusion, feel free to let me know and I will add it to the guide.
EDIT (9/22/15): Thank you to Grumpertson for confirming that using Big Boom will count towards the 15. As a result, focus on using the Staff of Surging for attacks movement rather than Big Boom for anything.
EDIT 2 (9/22/15): As mentioned by ronald84, you can charge a bomb jump (which doesn't count against your 15 total) without using a bomb during screen transitions. Additionally, you can begin to charge right after performing one without using a bomb. So if you're having some difficulty without the jumps, consider incorporating this strategy into your plan.

Thanks for the heads up on this. I had a feeling they might and didn't use them much, but they are one of the more useful arcana in my opinion.

one more thing to add, you can charge up bomb jumps during screen transitions without actually throwing the bomb this makes it easier.

Here is a video of me earning the Bomb Economy achievement. I DID screw up and while using upload I deleted the beginning of this video. I rerecorded the start of the stage doing what I did on the original video and spliced it with the original video. I apologize for that mistake.
It seems the Surging Staff does NOT negate the achievement so I encourage you to use it.
Float Burst in my opinion is still the best option to use. I try to explain in the video that if you jump and hold X at the same time you can manage to jump without throwing a bomb. I am unable to do it perfectly every time but alas I continue to do it anyways.
King Knight's stage is definitely the easiest. Just spam Surging Staff over and over and if needed the Bullet Burst will also work and achievement unlocked!
