Once you beat the first three areas, you will proceed to the next section where the Armor Outpost is located. First you must beat the Iron Whale area and then the Armor Outpost will be unlocked. Go there and go all the way to the left to get to the fancy shop. Inside, there will be the guy who owns the hat shop and three people asking for 1,000 gold each.
Give them the money they want and the achievement is yours.

In the Armor Outpost, there is a building to the far left. Inside you will find 4 NPCs, 3 of which will ask you for 1000 Gold, each. The trophy will unlock after you give your money to the 3rd one.
Please note, however, that as soon as the 3rd NPC leaves, the 4th one, (the one that didn't ask you for money), will attack you in an optional Boss battle.
