How to unlock the Shovel Economy achievement in Shovel Knight: Treasure Trove - Definitive Guide
Not as difficult as it sounds and can earned pretty easily (I earned on a second run through of Level 1 after only just playing the game for the first time.
Here's how I did it for Level 1:
-Use the jump and down move mostly to dig or attack. For those of you new to the game you really just jump and then hit the down button. I only learned this after experimenting a bit and didn't notice it in the controls section. This move doesn't count as swinging the shovel blade.
-For the giant sleeping dragons, just try to keep bouncing on their heads and there shouldn't be any hassle. EDIT: As mentioned by SedateRial, you can skip the dragons by bouncing off and over them. Either method is fine, depending on your health situation may decide whether or not you want to kill/skip.
-You will need to use the shovel a couple of times to proceed past dirt/sand, but it won't come close to the 20 uses that you're limited to. EDIT: As mentioned by New Paralyzer, you can work past the dirt using the Knuckles and not shovel the dirt. Not necessary or mandatory as you will have enough shovel uses, but this can save more blade attacks.
-Be ok with taking some damage as each dragon will give you a health restoration item and there is a health restoration item hidden right before the boss fight. Each of these items is about 1/3 through the level.
-You can die. I died once and still received the achievement after the level. I did use less than 20 for the entirety of the level with continues so don't think that death resets the count.
-For the boss, just focus on bouncing off the boss. Although some of his other attacks present opportunities for attacking, I focused on never using it to keep my count as low as possible.
-As an estimate, I was around 10 or 12 shovel swings for the level so there was plenty of leeway to earn this achievement on the level.

you can also skip the dragons as well. just bounce on their heads until they move forward just enough to get past them and then move on.

You can always use your knuckles for the dirt too

Once you have have enough Relics like the Dust Knuckles and the Phase Locket you can easily navigate through levels without ever needed to swing the Shovel.
Here is a run of the 1st level where I never swing the Shovel once and rely solely on Relics.

I would say the easiest stage to do this on is probably the Plains. Only swing your Shovel Blade if you need to clear a dirt block in front of you. However, if you have the Dust Knuckes, you can use that Relic instead and save the Shovel swing. The most important thing to note about this trophy is that the Shovel Drop move DOES NOT count toward the 20 uses, so feel free to use it as much as you like.
