The tower is the main hub area for Specter Knight (rather than having a world map to work from), and you reach it after completing the Plains level.
There are numerous NPCs throughout the tower, and two of these characters start as jars that must be filled with gold before becoming active. The first (Manny, in the first large room) requires three 800 gold donations and the second (Legion, one room up and to the right from Manny) requires three 1000 gold donations.
After donating three times to each, this achievement will unlock.
Once active, Manny will sell Cloaks and Legion will sell Curio upgrades.
