This should come about halfway through the arcade adventure mode (level 10), you will play a level with green toxic clouds, and the next level which also consists of green toxic clouds is the level you will be getting this achievement. Throughout the level you will see these "towers" that are the factories you must destroy which are connected to a main tower, there's a few of these in the level, so make sure you destroy all of them, once you do the achievement will unlock. Destroying these towers is required for getting 100% destructible in the level.

The Toxic Sector is one of the last levels. There will be two levels before it with poisonous green gas clouds. In one you find out the towers produce some of the gas. Blow up all the towers (part of getting 100% destructible completion) in the level. When in doubt, the 
button to see if the 100% destructible check box is marked.
