"Fast as Hell" is a mission in the "Frozen Wood" area. You must first complete Flaggybuster, Warmup, Flick Warmup, 540Indy vs 540Indy, and Zebulon.
Select the mission by hitting Start, selecting Map, scrolling down to "Type" and selecting "Missions" selecting Fast as Hell, and skating into the mission marker.
Earn 1 star for finishing within 2 minutes, this pops the achievement. Play around with carving (left and right on the left stick) to gain speed. No penalty for failure here.
