I did this on the 2nd main battle of the 1st level. You cannot get hit in order to build your meter on the left. It takes about 20-25 hits to unlock this in a timely matter. If you dont hit anyone within a few seconds the meter will start to fall

So if its only 1 villian hit him slowly until the other appears, and hit him slowly without taking any hits.
