When you come upon an enemy who has a shield, click RS to grab it. I'm not entirely sure how many are in the game, but a good place to do it is after you activate the Amplification Platform in Act 5. Barisov will tell you they've closed in on your location, and when you go down, there will be a shielded guy. Take his shield, and take him out. Then reload the checkpoint.

End of Act 3 before you board the train has 3 shielded enemies you can grab shields from.

That's where I got my rocket guys and my sheild guys. There's a check point right there as well so all you have to do is boost Kathryn up and the sequence starts.

You will first encounter a shied enemy in the mission "Research Facility" but you cannot grab his shield. You have to wait for the next mission when you have the telekenesis ability. These enemies are fairly scattered around the game, so you will not have to grind this achievement.
