go to skate.ea.com - log in - create a graphic and send it to game
when in game put on a pice of custom clothing, run down to the custom graphics at the bottom (numbered) and select one...
the achievement will be unlocked and you dont even need to wear that clothing :)

You can get a custom graphic by pressing start, editing your character, going to merchandise and buying a graphic to a t-shirt.
