Easier way to do this is to go to an area that has the anti-skate blocks on the ledges in a no skate area (the 3rd to last Thrasher challenge in the business district is where I did it, don't know the exact name but i'm pretty sure most areas with the bumps have security).
anyhow call mikey up to get the blocks removed, then get caught by one of the guards. The bars will be put back on, rinse and repeat 10x to unlock the achievement. (This is how I did it)
