I think the easiest way to do this is to get some decent speed in the pipe by pumping up and down a few times and then go into a manual, you should be able to manual around the pipe several times.

When your in the full pipe, you will notice that when you get close to the top you will fall back to the bottom if you dont have enough speed. So what i did was right before i got to the point of falling to the bottom, i simply oilled and touched the top of the full pipe. Hope this helps yall out.

The construction pipe is located at the rear of the building outside on the spillway. Head around the back of the building and head up the slope on the other side to find 2 half pipes and a full pipe.

Jump inside the full pipe and build up a little speed, once you get going start to make circles inside the pipe and manual at the same time, after a few attempts you should have plenty of speed and fly around the pipe in a full circle.
