This is obtained in the 'Park Lark' level of SkateBIRD which you can get to from the pause menu and selecting 'Skate Another Park'
Much like other levels in the game, you can skate around and complete missions for other birds around the level
This achievement popped for me after completing the 17th mission in the level which for me was for collecting 11 fabric pieces which are located very close to where the mission starts on the middle of the 3 main levels in this area. The order you do your missions may result in your 17th mission being different to mine but just keep completing missions in this level until you've done all 17
Note that i didn't need to collect any of the collectables in the level for the achievement to pop so you can just concentrate on the missions. The level can also be selected without having completed any previous levels

So mine didn’t pop on the fabric mission. It may just pop in the 17th mission, which you can select in different orders
