is it just me or are the controlls really that wacky ... find it pretty hard to fullfill the missions

It's not based on a number of missions, but rather a specific mission where a Seagull pops up and offers to give you a ride to the office building.

There are main missions and side missions, if you pause the game on any level it will have a shot of the map in the top right with blue and orange dots on it.

Orange dots appear to be the main missions (what you need to do to progress), thus once you have done all the orange missions in a level you should go to the next level.
