Best place to do this is in the sewers ("The Gutter" - 2nd area) near some of those red sewer drains in the walls that spawn the crab/scorpion enemies.
Make sure to have fully upgraded your weapons in the upgrades section (I had +1 over the max on mine when I got it) and most importantly, make sure to have the Hammer equipped since it has the maximum damage output and good range of attack. If you have any weapon related perks like fire damage, this should help make sure you get one hit kills.
Once in a sewer quest, find a room with the red wall spawns and let it spawn at least 8 scorpions. I had probably 10-12 or more bunched together. I made sure to be standing in front of the pile and took a good strong hammer swing with the X button. This should take out at least 8. If not, let them respawn and try again.
