Travel to Sainte-Anne to go to the Vanity Atelier.
When you spawn in, take the path slightly right then make a slight left in front of the Warehouse and head straight through the intersection and go up the stairs to the Vanity Atelier.
Talk to the Atelier and select "Purchase and Equip Items".
Select "Equipment" then press A to enter "Sets".
Move the cursor over the "Indigo Glory Set" and press A. Then press A again to wear the set.
The Achievement should pop right away and you don't even have to purchase the set!
You can try on other sets but this one worked for me.
*Update** -- This free method may be patched and no longer work, if that's the case you'll have to spend on items and wear them until your outfit's value is at least 5000 silver.

The total outfit needs to cost 5000 silver.

In Sainte-Anne, get yourself to the Vanity Atelier, which is the place pretty much slap bang in the middle of town. The Vanity Atelier will sell you all manner of fancy threads. Be warned, of course, you will need to make sure that you have 5,000 silver, in order to buy a suitably fancy outfit.
Once you are there, you will need to talk to Florentine d¹Alesso and click on the “Purchase & Equip Items” option. In this menu, you will be able to assemble the outfit you need.
Make sure that the outfit you are wearing is worth 5,000 silver or over, and this trophy will unlock.
