Story related. The game will require you to complete a quest, and you will gather materials to complete said quest. And at the end of the quest. you will talk to a shopkeeper and he will build you a boat. and the achievement should pop during or after the cutscene of the boat being built finishes.

Everywhere i go to get Acacia it's just depleted. Did they design this game to be annoying?

You will unlock this trophy early on, as part of the main quest. When you alight at Sainte-Anne, you will be asked to speak with the shipwright. When you speak to him, he will offer to build a ship for you, provided you have the requisite supplies. (These supplies involve finding and harvesting Acacia trees; check out our guide on how to do that.)
